The “Azat Qve” observation mission (conducted by “Youth for Change” CSD NGO and “WE” Youth NGO of Lori Region) has released its short-term observation report on the local elections held in the consolidated community of Tumanyan, Lori Region, on September 27, 2026. The mission observed 5 out of 9 polling stations (Tumanyan town, Dsegh, Karinzh, Lorut, and Shamut).
Key Findings:
- Low Voter Awareness: As only one political party (“Civil Contract”) contested the election, voting followed a “yes/no” format. A significant number of voters were unaware of this procedure, leading to overcrowding, confusion, and delays at polling stations.
- PEC Preparedness and Politicization: Lack of professional training led to procedural violations. Moreover, many Precinct Electoral Commission (PEC) members were employees of the local municipality or affiliated institutions, displaying overt bias toward the incumbent leader, creating a sense of voter intimidation and conflict of interest.
- Physical Inaccessibility: Out of 9 polling stations, only 2 had ramps (and none among the 5 observed). This created severe barriers for persons with disabilities, the elderly, and voters with mobility issues.
Recommendations: The mission recommends targeted voter education campaigns by the CEC, revising PEC member selection practices to prevent conflicts of interest, and ensuring full physical accessibility of all polling stations.
